Lightness is spaced evenly in OKLCH, so the steps look evenly spaced rather than merely measuring so. Hue is held; chroma peaks in the middle, tapers towards both ends, and is pulled back into sRGB where it will not fit. The colour you start from sets the hue and the strongest chroma — it is not itself one of the steps.
